If you're a laptop gamer it's going to be hard doing split screen on a small screen. It would be the same problem for PC gamers unless they have a large enough screen. Your average PC screen size is what, around 20 inches? Doing split screen on that would be a pin in the ass. So no, PC not having split screen is not out of the developers being lazy. It's simply them being smart enough to know that developing it would be pointless when few people would be able to do it.
