Have a more personal stake for the Brotherhood as soldiers are fighting against their former friends and the bad guys wouldn't have been really shoehorned in like the Enclave were. You could still have Outcasts as having better tech because tjey would have been proactively raiding outposts and military bases for shit while Lyons was bogged down in DC in a largely stale war of attrition.Plus the outcasts power armour was waay cooler than Brotherhood's.

Conflicts where the characters have a personal investment (NPCs, like) are a lot more interesting than 'these guys are bad' and that's it.The Outcasts were such a missed opportunity.

The one I was most excited for was the ability to wear a gas mask with a helmet.
