At the beginning of the game they flat out tell you that's why you're offering the souls of lords to the thrones.It's not a conclusion, it's just the last game.

I'm going to believe that the final boss is Spoilerthe pseudo-reincarnation of all the previous Lords of Cinder + the Chosen Undead. The armor somewhat resembles the elite knight set (arguably the signature DS1 set) and it could have easily been cracked and burnt from the fire, shapen at the back to resemble a crown.
