Currently there are none available that are able to play games. There is one in development at the moment that shows a lot of promise though but you probably won't be able to use it until the end of the 3DS's Lifecycle.

If it's for something old (Gameboy, N64, and etc.), no.

Most of the time people were never going to buy the system or the game in the first place. Like how I emulated Persona 3 FES because buying a PS2 and the game wasn't easy, and I simply didn't have the money. Because I could easily play the game with an emulator and I saw it was pretty good, when it came out on PSN as part of PS2 classics, I brought it off of PSN.

Emulation is a good thing, it allows poorer people to enjoy games, and in time when they have money perhaps buy a squeal or HD remake. In a lot of cases the dev wouldn't be getting money anyway, seems getting a new copy of a PS2 game (or older) is hard.

So what about games that are basically impossible to find, or are absurdly priced online?

Emulating old games that are hard to find or ridiculously priced is fine. Nobody is getting hurt or losing money from it.

Sadly, not everyone has the "buy it when I can after emulating" idea.
Sure when it's an old game it can be justified, but on a current system like a 3DS, that shouldn't happen.

It probably never will happen as well, due to how emulation works a modern system with free games readily available won't be emulated ever. I'm more on about the concept and how emulation currently is, which is older consoles with games that aren't available new most of the time.
