The highest I got was 93%, then I fast traveled away and it immediately went from increasing to decreasing and went all the way back down to 79% for some reason

lol yeah, that happened today to my Starlight Drive-In settlement. The happiness there was at a surprising 89% then after I completed the main questline, it started going down. Its at 65% happiness now for some reason.
