Mine is gonna be a lot more biased than yours, but I think my rankings are pretty fair nonetheless.

We definitely disagree on Gen IV having the best, though.

III = I > VI > II > IV > V

God tier:

Treecko, Torchic, and Mudkip are probably the best overall starter trio. Excellent designs all around for all forms, with the slight exception of Marshtomp, who looks like a chubby kid with Down's syndrome. Other than that, A1 designs. Gold standard.

Bulbasaur, Charmander, and Squirtle - Classics; nothing more to say.

Good tier:

Chespin, Fennekin, Froakie - After having the worst starters in history for Gen V, we were actually given a pretty decent selection here. All of them are generally appealing in their own ways, but none are particularly outstanding. You could say Greninja, but I think Greninja is the most overrated thing since Charizard to be perfectly honest. It's not that cool.

Meh tier:

Cyndaquil, Chikorita, Totodile - Not bad starters by any means--they're just pretty underwhelming by today's standards. It should be noted that Cyndaquil is my personal favorite starter across all generations, but pretty much only because of nostalgia. It's between Cyndaquil and Treecko.

Turtwig, Chimchar, Piplup - Piplup and its evolution line are the ones are the only ones I really like. Infernape looks too much like a Digimon to me, which sort of marked a bad precedent for monster designs in my opinion. It's not bad--just not my taste. Turtwig's line is straight-up dumb as fuck, though. Grotle is literally a turtle with hedges, and Torterra has this ridiculous tree on its back. What the fuck is up with that? I get it--it's a Grass/Ground type, but that a bit too silly for me.

Bad tier:

Snivy, Tepig, Oshawott - The worst starters we've ever had. Okay, we all fell in love with Smugleaf when he was first revealed, and Serperior is definitely above-average on the coolness scale, but Tepig's entire line is an absolute joke. Oshawott may have ended up having one of the best second forms ever with Dewott, but Samurott was incredibly underwhelming. It looks like a shitmon you'd pass up in some ice route--not the final evolution for your starter.

It's too early for me to place VII right now. I like them all except for Incineroar's line, so I'd probably set them equal to VI.

Sinnoh>Unova>Hoenn>Johto>Alola>Kanto>Kalos

Sinnoh was flawless, Unova had Seperior and Samurott, with Emboar being half-decent looking.  Hoenn had 3 solid starters with none being obviously better than the other. Johto had another solid 3 starters and 2 gems being Feraligatr and Typholision. Alola's are half decent, with the only real stand-out being, IMO, the water-starter. Kanto is acceptable, Kalos is garbage.

3 > 2 > 4 > 1 > 5

Gen 3 had great starters all around that have good designs and are all useful in battle. Blaziken is my favorite Pokemon out of them all so that definetely helps in my decision.

Gen 2's starters were quite simplistic and I really liked Typhlosion and Feraligatr. I really wish they were dual types though.

Gen 4's were a mixed bag, for years I hated them but over time grew to like their designs more. Especially Infernape, though we didn't need another fire/fighting type and it was a sign of things to come.

None of the Gen 1 starters stand out to me design wise. I don't dislike them but I don't love them either. I guess Mega Charizard Y looks nice.

I actively dislike all three of the Gen 5 starters, with a little bit of love for Serperior maybe. Emboar is fuck ugly and Samurott had the potential to look really cool but it just looks dumb.

I dunno where I'd put Gen 7 but based on looks alone I'd probably rank it just below 3

Gen 3) I'm a huge gen 3 fanboy. Sceptile is one of my all time favorite Pokémon designs, blaziken is badass and I actually reaaaally like swampert. All of the first stages are adorable and Grovyl and Combusken are some of the best second stages ever

Gen 1) Nostalgia based pick probably but cmon charizard blastoise and venusaur are all dope and charmander squirtle and bulbasuar are iconic

Gen 7) honestly love all the designs of the final forms, I do wish littens line stayed bipedal and poplio is ugly as fuck imo. The final forms and there typing really interest me and I'm not sure what I'm going to pick the first time through.

2) feraligator and typhlosion are both very cool but just strike me as a bit lazy. Typholosion just looks really plain without him flames. Chikorita is cute but never been a fan of when it evolved.

6) greninja is very cool, the other 2 are garbage. Chespin was cool but became a hideous ball and then a hideous... thing.

5) serperior saved this from being on the bottom, very elegant and unique take on a snake Pokémon. Loved tepig until he evolved. Dewott is neat but samurott is super dumb.

4) a discount blaziken monkey, a turtle with a tree on its back and a really ugly penguin. Nothing to see here folks. Turtwigs line is kind of cool but we already got a turtle with CANNONS on its backs. the others suck.

Sceptile, blaziken, and Swampert are amazing
the gen 7 starters look on point with interesting typing
Cyndaquil and Tododile are awesome, but Chickorita is just a bean
The og starters are just that, nothing wrong, but nothing really good.
Froakie is ok, I guess, and chestnaught is sorta cool i guess..?
Self cooking bacon and smugleaf
Gen 4 is just a blaziken rip off, Chill Penguin, and a turtle with a tree on it's back.

Genwunner inbound: hate to say it, but release order

Gen IV was the last to have uniformly good starters; I've liked about one starter from each gen since Gen V

Gen VII easily has my least favorite starters, but at least there's nothing as bad as Chesnaught this time.

I'm going to pick Rowlet, actually.

I think Decidueye looks better in the art than in-game, but that's a nitpick and doesn't count.

I can't think of a more disappointing starter than the Chespin line. I knew from the second it was revealed that I wanted to use Chespin (which is the first time that had happened since I first played Emerald and chose Treecko) and then Quilladin was pure shit so I just kept Chespin as a Chespin until Level 35, and then Chesnaught just ended up being disappointing too.

I'd probably stop past me evolving Chespin if I could, if I could go the game without evolving Swirlix, doing it with Chespin too would be fine.

I like imposing the challenge on myself sometimes, but especially with X and Y I knew I didn't like Slurpuff but loved Swirlix, so I was determined to use it and it ended up being quite the badass. Also didn't evolve my Pikachu and just had a light ball on it until the postgame.

To be fair, I almost refused to evolve Braxien in X because of how bad I knew Delphox was going to be.
Delphox is just fine. I don't understand why it's so universally hated.

Have nothing negative to say about any of them except maybe Wartortle's design and Charmeleon having hardly any good moves.

A:
Gen III
Gen V
Gen 3 was solid across the board, but I really thought Sceptile was super munted to look at. Grovyle's appearance was better for a final Evolution. Gen 5 has some pretty meh designs but gets carried hard by Serperior.

Gen 1: Something about the design of these guys just clicks with me. I like them all equally -- and their stats put them on an even playing field with each other. The megas can go to hell, though.

Gen 3: All the starters are pretty neat looking and are all good picks. Not a fan of Blaziken or its line aesthetically, though. I think it's overrated.

Gen 2: Once again, these are all great designs. Feraligatr is my favorite of them all, however, this gen loses points for Chikorita's line being absolute garbage -- also, I feel like the design for the Chikorita line is inconsistent, probably because Chikorita was an early design (with those two... other blobs) and they never bothered changing it. Like, Chikorita is this stubby little blobby plant thing, and then it turns into this sauropod Pokémon? It irks me.

Gen 7:
I hated all of these starters at first, although their designs are growing on me. My favorite is probably Rowlet's final evo, followed by Litten's. I don't like the siren at all. Not my style.

Gen 4:
This gen of starters is pretty.. eh. Although not terrible, I'm not a huge fan of any of their designs, save for Torterra, and that's just because I like reptiles. The only outstanding Pokémon stats wise is Infernape, although Empoleon isn't bad for the story thanks to its typing.

Gen 6:
Ugh, the only redeeming quality of this gen of starter Pokémon is Greninja -- which I love. I dislike both Chesnaught and Delphox aesthetically, and that's not counting for the fact that they're garbage, while Greninja is extremely powerful compared to them, especially with his ability Protean. A Protean Greninja completely destroys both Delphox and Chesnaught every time. People say Greninja is overrated, but I think the reason he's so popular among fans is because the other two are really, really fucking lacking.

Gen 5:

God, I hate this gen of starters so much. Don't get me wrong, Gen 5 is an amazing gen, but these starters alone have deterred me from replaying it, because of their bad designs. I liked Snivy's line when they were first revealed, but I have even grown to hate that line. All three are just mediocre and boring. I know that if I ever decided to pick up B/W again, I'll be boxing my starter at the first opportunity I get.
