Today's speed with old Internet because going back in the past would be a blast, and I can't stand lag. I have a immense amount of hatred for it.

The first option is really the only smart one.

You wouldn't be able to load videos properly with the second option.
And I'd imagine a lot of files need a certain basic standard of speed that wasn't around then.

Oh fuck, content of today.

The fact of the matter is, the internet is still incredibly young. Remember, it's only existed for something rouhgly along the lines of 24-25 years.

That means all the awesome shit we've seen today is just the tip of what's to come. However, stepping back 10 years in time and losing all of it? I don't think so. That would suck ass.
