The reason the military adopted it was for it's ballistic properties in holding a reasonable trajectory at 300 yards as well as how light of a cartridge it is. Now in a perfect storm where a shooter has a bunch of people in easy shot, you still probably could not kill the dozens in seconds you claimed. Considering non-lethal wounds and misses, also considering that standard capacity magazines are 30 rounds, dozens killed without a reload would be difficult to your average sperglord mass murderer. This is all assuming of course that the people have not fled at the first sound of a gunshot, and there isn't anyone carrying their own in the crowd.

Our ATP's have to have shitloads of hours before they can fly left seat, unlike some Asian nations....
I am currently looking at a Henry Golden Boy .22cal for $550 and a Lee Enfield for $465
