IMO it'd be more inconsistent to keep the buttons in line than it would be to just keep the order and exclude the buttons that the user doesn't have permission to use.

Exactly. And the thing that changes (like to edit, you can't like your own posts and you can't edit someone else's) are equivalents. They should be in the same position. Just like report, reply, and quote should be in the same positions following that.

I'm not sure. The only thing I do know is that the notifications don't always go in order if you get multiple from the same thread.
