Every once in a while. It's a lot like a heat sink or an absorber. Let all the bad blood build up, and then release it when it gets to critical levels.

All anarchy all the time would be a drain. But in this way, it gets released, there's a party, and then things resume as normal.

And, in this way, folks have a chance to get clever in their natural dammicky-ness. I know I'm building up something for the occasion. Oh my yes. A piece of pandora's box will be unleashed.
