40% of subsidized hemp crop goes to the government for rope.

Virginia reorganizes into a military autocracy.

Major tenants are as follows.

Single house of Congress, The Royal Senate.
Senate is overseen by a Military Tribunal of the highest ranking officers of the three military branches.
Autocrat is the Admiral Regent.
Senators are elected from civilian population.
Admiral Regent is a monarch elected popularly of any military officer Brigadier General or higher, serves for life.

As of this time there is only the Royal Navy. Marine Corps and Crown Army await conscription when the government has finished Naval construction.

All citizens can vote, all free men are citizens.

Only natural citizens can become Admiral Regent. Any citizen can run for Royal Senate.
