We start on page three, which should be after this post. Presumably we all start with canon stats. So the Crownlands has about 2,000 goldcloaks in King's Landing, and has the ability to raise 12,000 levies with 50 ships. While Dragonstone IIRC had 3,000 standing men-at-arms, 400 knights and 160 ships with eight galleys.

So, feel free to ask if you don't know your stats.

King Aerys II begins the implementation of a regular land tax on the Crownlands to bring increased revenues, equal to twelve pennies per hide. Also, merchants in King's Landing will be subject to a value-added tax on the sale of their goods, equal to one penny of every twenty.

Aerys II offers Stannis Baratheon a place as Hand of the King, to help administer the Crownland and conduct diplomatic relationships with the other rulers of Westeros.

The Crownlands also begin researching ways to make agriculture more productive. New insights expected to be discovered by page 5.

Stannis Baratheon decreases taxation for House Velaryon's trade routes, in return that House Velaryon supply Stannis Baratheon with ships.

Well if we're using 298AC as the benchmark, the Watch will have 1,000 men.

Nights Watch begins drafting reforms to replenish it's numbers with a higher quality of 'volunteer' than dungeon trawling.

Reforms not requiring a vote (Effective immediate)
- Removal of Execution as punishment for desertion and disobedience, replaced with a bounty system of punishment. To the effect of having to go north of the wall to collect 5 wildling heads to have the infraction cleared.

Reforms requiring a vote (Effective page 4)
- Permitting families and marriage for members of the watch, with the Gift being used to house larger settlements of serfs/the families to boost productivity and recruitment pools.

IIRC, Starks can raise around 45,000 levies. Mostly armoured in mail and leather, as plate armour is more common in southern regions like the Reach.

It'll take a moderate amount of time to raise such substantial numbers (especially in the North, where it also depends on the season). Given we're in the Summer, currently, a year (page) would be a reasonable enough time to raise 45,000 levies.
