I remembered the line from the Hindu scripture, the Bhagavad-Gita.
Vishnu is trying to persuade the Prince that he should do his duty
and to impress him takes on his multi-armed form and says,

I'd say it's more misandrist. Class was never one to take kindly to "masculinity".

case In point, transphobe
It's both, but it's mostly what you'd call "internalized transphobia". Like I said, self loathing. Hates masculinity doesn't doesn't explicitly hate men. Worships cis women. Denies the legitimacy of trans women but takes no issue with trans men.
