What is the best practice to get better at perspective and lines? I don't have very confident lines and a lot of my drawings since I started drawing look like chicken scratch with slanted lines.

Almost always, with moderation
Casper has a point, albeit simplified, try drawing simple shapes and objects to get a feel for the use of shadows. I'm no artist so I'm sure others could explain it better, possibly try to look up some books on perspective, if you're interested I have a few links to lots of art books.

Ya fuckin' ganderneck.
Just sketch a fuck load of geometric shapes. Circles, squares, triangles, whatever. Try to condition yourself to make longer lines instead of shorter ones. You have to gain muscle memory from consistently practicing the exact lines that you're trying to learn.
