I don't think you've heard my voice, Kirsten. I assume you mean the announcer has some form of British accent, and yes I have played destiny but only half way through the campaign.
I don't remember the accent being explicitly British.

I honestly have no idea, it's been a while since I last played. It wasn't very familiar though. Might have had a hint of British in it, but it was in no way an outspokenly British accent.
