I'm not so sure the speed of the water running off would be fast enough to overcome the amount of water falling on the windshield during a rainstorm. I mean you can spray Rain-X on your windshield which essentially turns it into hydrophobic glass but you still have to use your wipers.
The question here is can you make an enclosed water mill and use this material to create perpetual motion?
