I think at a certain point it being hydrophobic wouldn't make much of a difference. Like using a wall made out of those cheap magnets you find in stores to stop a train. It may well stop the train, but the force of the magnets exerted onit would have essentially nothing to do with stopping it.

Now I wonder if we could make hydrophobic glass, that could remove the need for windshield wipers on cars.

Well no not exactly. I'm not so sure the speed of the water running off would be fast enough to overcome the amount of water falling on the windshield during a rainstorm. I mean you can spray Rain-X on your windshield which essentially turns it into hydrophobic glass but you still have to use your wipers.
