Then they're just surrounded by 10,11 species that are quite happy to reverse the system.I mean, it's the same government that uses its prisoners to test bioweapons, chemicals and all sorts of nasty science shit. Hell, some are even used as live target practice in the military. It isn't supposed to be a nice lovey dovet hippy government. It's supposed to be dark and dangerous and powerful. Like the empire on Star Wars, except for the fact that they put more defence on the weak points in their spaceships. Happy governments where everyone loves each other are boring and there is no story to tell like that. Here, I have my main viewpoint from this faction POV, the fact that there are many improvised armies all fighting each other for the territory that is now up for grabs. The empire are too villianised. They're much more interesting than the rebels.
