Even if he says he's okay with it, deep down we both know he's not. He's just not gonna say anything because I'm sure he's a good guy

You also have to consider her feelings. Who would she want more? Be happier with? In my opinion if he's liked her for a while and never did anything about it, or if he did try but she wasn't as into him as he was her, then his time is passing. You can't go your entire life not chasing after a girl you want because "oh my friend has a crush on her", nobody owns anyone.

There might be the possibility that he really wouldn't mind, and although unlikely, it's basically the best scenario for you.
