Either way--the human race would have chugged along just fine whether or not Jenny would have had the kid, so there is literally no good, rational, logical reason for her to have had any kids at all--let alone one that was such high-risk.

Because having sex doesn't necessitate childbirth, and tangible things are more important than possible things. If you disallowed two people from having sex, that's breaking their right to consent. If you allow it, it's breaking a hypothetical child's right to consent. And tangible things are more important.

I'm not denying that he is exceptionally slow, but he isn't actually retarded. He is functionally able to store information and carry out his responsibilities/actions with slight to no handicap.

The point of that line is that Forrest is aware of his impediment, and that it's possible to pass on, not that it is necessarily severe. He also knows what sex is (what it means, and the possible consequences) judging by his reaction to the New Years ladies at Dan's apartment and his college confrontation at Jenny's dorm.
