The rules: You may kick someone as hard as you can, barefoot, once per 24 hour period. They can retaliate, but that will use their kick. No protective gear is allowed and no one may interfere with the kick. If you wanted to kick a politician, their security detail may not hamper you. The only limitation is with police, fire fighters and people in hospitals. If there is a life threatening crisis, you have to wait until they finish, and then you may kick. The receiving party has to assume the position when the kick is announced. No attempt to block it is allowed. Though, if it is a surprise kick, then mitigating factors will be allowed. The process will be for announced kicks will be a formal declaration of kick, the receiving party assuming the position, the kick, and a mandatory one minute wait for the kicker to receive a retaliatory kick. If no retaliation is issued, then both parties go about their days. For people driving cars, both parties must pull over to a safe area before kicking. Refusal to pull over is the same as interfering. People who interfere will void their kick for a full week per instance of interfering.

That doesn't sound at all civil.

At first there will be a learning curve. But, after time people will act in a manner that doesn't draw attention to themselves as needing to be kicked. They will be more civil.
