I've not finished the show yet, but my only guess as to this weirdness is that it's maybe implying that he was on something heavier than alcohol at one point <.<

Maybe it's about regulating his intake, if he only has a syringeful a day then he's not going to be downing the whole bottle in one go <.<

Looks like it's just a brown liquor, I assume rum or bourbon based on the bottle style.

He uses the syringe to try to regulate just how much he's getting, because he knows he has a problem.
