Why the hell would you want to rebuild, repair and expand a failed park that is obvious going to fail again!? Did they not learn in the last three movies Dinosaurs don't play nice?

I think in this movie universe, the park has always existed and it worked.

Its not like the first movie where they are barely creating it and testing it to see if its gonna work or not.

Masrani bought InGen a long while ago and proceeded with their project, even bringing Wu back to correct his mistakes [and help with the hybrid in the course of the movie]. Jurassic World has been safe and operational for several years by the beginning of the movie.

They are canon, just fairly irrelevant [the third movie is actually completely irrelevant as of now] as they're dealing with Site B. JW is back to the original island.

The greatestiracle in that movie is how they convinced an insurance company to cover the expense of building the park again.
