What is it about?

I'm in the process of watching it, but so far its about two teens that came from a facility to train intelligent kids(they haven't explained why yet), they then start to commit terrorist acts, but purposely don't kill anyone in the process(the anime hasn't explained that yet either). Another person from the facility that the two were from comes and decides to play with them. And by play with them I mean, set them up to make them appear even worse to the public, and inevitably kill them. And this one girl gets caught up in all of it, and becomes the two guy's accomplice.
