I think those were the only songs that you could use to avoid copyright.

If a video had some other music to it, it would get replaced by these songs.

when a video's audio was removed for copyright reasons, the uploader was given a list of alternative songs

that list was arranged alphabetically, and since 009 sound system songs were the first alphabetically most people just quickly picked that
