Sure, that's fair. Puns are egregious in a film attempting to mirror gripping war dramas. It deflates him as a villain, and presents him as cartoonish. The first time it was done in ANH, it was surprising and new. The second time it was done in ESB it was done in the background. In Rogue One, the scene existed not to move the plot or develop a character, but to intro Vader in an already limping film. The scene could be excised entirely, and the story and characters would be no different; that's a cardinal sin in filmmaking and storytelling. The quip at the end is just distracting. The fact that it's even being discussed means it bothered people.
It's a minor thing, and the movie had many other significant problems anyway. Speaking only of the script, I'd say Jyn's multiple cheesy speeches, Saw's existence, and Chirrut's Force mantra are all bigger problems than a bad line in an unnecessary scene.

Darth Vader isn't Anakin Skywalker. He's way cooler and far more badass.
Vader's were more theatrical, dramatic. You got the sense that Vader has an appreciation for the dramatic and has a tendency for theatrics.
