Inherent means it's inseparable and born in it. You wouldn't call lying to a criminal who wants to know your wife's first name evil.

I'd call that a necessary evil. Sometimes you have to engage in the dark arts to do good things. That's not really a fair example anyway. I'd argue it's the criminal who is essentially coercing you to lie. You're not lying because you think lying is good. You're lying because you don't have any meaningful choice in the matter. So that's not a fair example.

It should be a given that the only time it's ever okay to be "evil" is when you're using it to fight against a bigger evil.
