IIRC the only difference between Penguin Party and Anarchy was that in the one you could flame and harass users and in the other you couldn't.Correct me if I'm wrong but is that really what made it exciting for people?
Penguin party was pretty boring imo. I'd rather see full blown Anarchy.

If anything, just allow NSFW on the Flood and make it to where people properly spoiler it on here and get rid of penguin party board if we can't have a full blown anarchy board.

Sanboxed anarchy sounds like a great idea, but truly sandbox it. Take action against anyone immediately if anyone brings anything out of the board.
