Soldiers have sworn to uphold the constitution, not be drones for the government. Twice the government created problems so create it took Cap and his band of heroes to save the day. Tony Stark is practically the equivalent to Snitch Nigga Randal, creating problems, then running to the big government to up the rules for everyone because he couldn't handle his position.
