New York would be impossible to sneak attack and the 8 million people would no doubt kick ass. Their large numbers would be more than enough to secure the New England region.

Colorado would be hell to invade head on due to their large military presence

California would quickly lock down Nevada and gain access to Area 51's nuclear missiles and weapons research. With this information they could make a deal with Russia and have them and their allies like China support them in the war in exchange for their research. California would become a large threat due to their nuclear dominance.

People in Alaska would probably become refugees and flee to Russia.

Hawaii's navy would rip apart any state located on the coast, and their location gives them an advantage.

I don't know where the Atlantic fleets facilities are located, but I'd imagine the same would go for which ever area housed them.

Georgia could end up being a powerhouse of the southeast, depends on how well all those special assets they'd have are utilized.
Jersey and Delaware's military assets would be taken pretty quickly by PA, who boasts the largest Guard with to-date equipment, a stryker battalion, and fuckin Apaches. Now with the assets of Ft. Dix and Dover and McGuire AFB's, there's really nothing to compete with them in the north east.
The Midwest becomes a land grab between Texas (joint base San An, ft's Hood and Bliss, Corpus Christie etc...), Cali, and Pa while the south east is dealing with very close fighting between neighbors.

Texas.

Massive amounts of military bases/militia, the only state (I believe) with its own power grid, lots of citizens with lots of guns, forth/soon-to-be-third largest city in the country, largest landmass (the largest one that's actually worth something, Alaska), lots of resources, self-sustainable food industry, etc.

You could argue that Hawaii or Alaska would win a war of attrition, but eh.
