I believe it's at least 2004, because one of the file boxes that Nigma was looking at had dates on it, ending in 2004. But Gotham is one of those anachronistic cities with no real timeline. It has the grime of the 1930's, the police cars from the 1980's, and phones and TV's from 2000+
