Or least terrible, depending on how you feel. I'd go with Wizards of Waverly Place. It's actually a pretty high quality show.

Even Stevens, That's So Raven, and the Suite Life of Zack and Cody were pretty good.

Disney Channel also had some pretty funny and entertaining cartoon series as well back in the day.
