For the life of me I cannot remember the artist or the song name.

Genre I am pretty sure is alternative. I vividly remember some scenes from the music video.

Its done in a sort of noir style with use of stage props. So the backgrounds are props. A man is walking through a city and gets into various predicaments.

There is a scene where he falls into a spider web, manages to flee. Gets into a hospital but the nurse is bad so he opens the window and grows wings and flies?.. But its not wings really, they are made out of cardboard and he attaches them to his arms and flaps them like wings.

This was more than 15 years ago, so some details can be off. I think it was aired on MTV and the song after this one was Greenday's Boulevard of broken dreams. So its some time in the early 2000s.

As far as lyrics go - memory is a tricky thing but I think at one point there was the line "Everything goes on and on and on and and I..."

Any ideas?

You couldn't recognize a Chili Peppers song? They have such a distinct sound, though.
