It makes sense to have the general populus stupid, because it serves many functions. One of those functions is that they won't attack their own country, because if they're in the blind, they won't be angered by what the higher ups are doing, but now that terrorist groups and school shootings are becoming more frequent, the only answer is to make the population be critical and question everything. A life philosophy or two will be needed as well.

Education helps, too.
