I'm a bit miffed as to what to do. The guy has informed me via text that he is uninsured. I'll see what the go is tomorrow but for now I'm getting some much needed sleep.
Feeling better after my rest. I'll report the accident to TAC in the morning. I've messaged the guy to ask him to foot the repair bill. No response. I'll give him a call tomorrow and if he doesn't answer I'll take it to the police.
You should have told the police about this the moment it happened. The longer you wait the less credible you sound.

In general you should call the cops when this happens, even if you hit the other car, so there's a record of exactly what damage was done. For all you know this guy's scamming you, went home and decided to charge your insurance out the ass for something you didn't cause.
