Yeah, he was. But Super animators (Toyotaro, and even Toriyama) have, for some reason, been drawing their characters more and more slim in recent years. I don't mind the slimness in God form but I miss the buff dudes of old.

How is Frieza, basic bitch who got his ass beat by a Super Saiyan, supposed to be relevant in a time of fusion, SSJ3 and literal Gods? Gonna be a hell of an explanation there.

He's the greatest martial arts prodigy in the universe and he never trained a day in his life to get there. Goku went through hell for 30 years just to reach half the level Frieza was born at. Proportionately, training himself in the same fashion as Goku should reap the benefits of an incredible power increase. This argument also works in favour of Majin Buu's (and unfortunately, Android 17's) power spike in the most recent arc. It's all a numbers game.

Though I find 6 months (or 2 hours in the case of Buu) of training to be a little short, it's not totally unbelievable he could reach the god-tier.

It's also woth noting that the power spike in Super's anime from Buu-saga Goku to God Goku isn't mearly as astronomical in the manga. Goku goes from a high-balled multi-solar system buster to a universal power, which is something in the quintillions of a power increase. They haven't stated anything in the manga about that, but I suspect it's quite a bit less of a power increase there considering the scaling.
