Technically the Death Star was worse, due to it being over quintillion’s of dollars it would send the galaxy into the biggest recorded depression in history due to terrorism having the ability to hurt the economy via public fear = less purchasing and the empire being in so much debt that it wouldn’t be possible to even pay back anyone or anything that assisted in said building of and maintaining of the Death Star. Compared to 9/11 it makes that terroism attack look like a pebble.
And technically the rebels in Star Wars are just that, terrorists.
