Is it to differentiate it between 7 and >? I don't know, I think it's pretty easy to just write it in such a way that it doesn't resemble anything but itself.

Just to avoid any confusion when written. Sometimes a hastily-written 7 can look like a 1, depending on the style. One of my old jobs dealt with lots of number/letter codes so I did my best to avoid any problems, and it just stuck.

Actually I only do that in algebra, because it's pretty easy to tell whether something is supposed to be a letter or a number most of the time.
