In Norse mythology, Hel is the Lord of the underworld, and even there where she was cursed to the job by Odin due to a prophecy, she mostly kept to herself and never seemed to be protrayed as an evil or villianous character.

He chooses who dies on the battlefield and is welcome to his hall, those who he doesn't select just die on their own. Hel simply watches over Helhiem, home to everyone who did not die on a battlefield; the old, the sick, the unfortunate or unlucky... It's not comparable to the Christian concept of Hell at all despite those faggots stealing the name. Which I guess answers your question. Death is personified as evil in the western world because of Christianity and its unfortunate influence over all European civilization.
