She was too stoic. Didn't have much of a personality other than being manipulative and sociopathically determined. She definitely had potential, but they didn't really do anything with her, IMO.

Yeah, Kuvira was sort of one dimensional in that respect.
I think the show writers used that to their advantage as an extension of antagonistic ideologies within a short time frame (12 eps). The villains didn't have as much character because the ideas they represented correlated to emergent sentiments in a modernizing universe. I thought that aspect of the show was cool.
Still, there's not a lot you can do with an antagonist in 12 eps. Azula was around for seasons.
It's true, when you consider the time and characterization, Azula is actually objectively better.

Yeah, that's one reason why TLA is better than LoK. One big overarching antagonist is much better than four separate ones.
