You were a toddler in the mid-ninties(at best, most likely an infant) And to if overrated-ness is rated by popularity vs a films "value" (both of which would have to be given a quantifiable measurement) you would still have to see every film to be able to decide which one is "the most over rated of all time" in order to assign each one a "value"
