From a policy, not personality, perspective. I always find it really hard to pick a good president, probably because I'm such a cynic. But it's super easy to pick bad ones.

For me, it's a tie between FDR and Hoover.

I'd say Hoover simply because FDR at least made attempts to fix the economy he was given. Hoover literally just sat on his ass.

ACA was a pretty poor implementation of how healthcare reform should happen if we're going to try and emulate national single payer systems without even coming close to being a single payer system.
