So what of somebody that's 17? They are still considered a child. It's not like when midnight strikes and turn 18, they suddenly mature. Gotta be more specific because people as young as 16 should have the right to consent

In the UK it's 16 with parental consent.

In Scotland it's just flat out 16.

16 should pretty much be the rule of thumb for everything bar perhaps alcohol and tobacco.

There's some wrinkles that need to be ironed out when it comes to legal benefits and such for polygamous marriage, but I have no issues with it being legal.
