I'm not entirely sure, to be honest. There could be an insurance system, although more than likely it's privately-provided but tax-funded. The hospitals over there charge you a small fee for use, though. That might be Sweden, though.
Meta you're not understanding this correctly. The government contracted this organization (which is non profit) to take care of emergency functions in selected areas of the country. It's still all payed for with taxes; there is no monthly fee people pay to receive emergency service.
There is no profit earning Meta.
