Central Bank caused the recession. The Financial Crisis is a bit different, but I'd put it down to the Basel Accords. It doesn't seem to have been a case of moral hazard where banks acted recklessly knowing they'd be bailed out.
Can you give a summary of the Basel accords? <.<I don't know a whole lot about Economics/Banking and all that.
I don't know a lot myself, but the Basel Accords essentially said that mortgages were a safe kind of debt which caused financial institutions to shift their focus. On top of this, if moral hazard and greed were the problems, we wouldn't have seen financial executives acting the same way with their private investments. However, we did.
Ah so it's that they made a really stupid mistake rather than simply blind greed that led to it <.<

In the 5 days I was in London I saw two people get hit by cars (one of which died) and I was almost hit myself about 15 times while walking on a green light crosswalk. The red light is merely a suggestion to those people.
