Terrorism is about accomplishing, influencing, or obstructing a political goal/event/agenda. Gangs are mostly about selling guns and/or drugs.

They're nothing like terrorists. First of all, it's a a lot of kids caught up in a lifestyle because nobody was at home to tell them it was bullshit. We need to give these people opportunities to better themselves, not gun them down as if they're insurgents.

Because the motivation is different.ISIS wants political change. Gangs want drugs/guns/money. They don't want to control the country.
