It wouldn't surprise me if the larger cartel groups are involved in Mexico's government which they use to eliminate the smaller groups.

The Los Zetas took over one of America's biggest Mexican gangs, MS13. They're the cartel gang that basically runs everything on the Mexico and America sides of the border. The Los Zetas also train their members to be soldiers too. These aren't street punks or anything so they are super dangerous.

There are more effective ways to deal with the Cartel/drug lords in Mexico, and I can assure you that the US Military is not one of them. That's a lot of numbers, and the military is mainly used for two things.

1. Invading and taking out the resistance of said places in a big push

2. Occupying said land

Now Mexico is not so destabilized as to send an occupying force in big numbers like that. It needs to be more spec ops kinda operations where there are small numbers, people intel gather, and they hit hard. That's the best way to deal with that kinda stuff.

So basically, you need to Tom Clancy's Seige it.
