Blacks make up roughly 13% of the US population, so the actors who won Oscars should reflect that if no discrimination is involved, going chronologically from 1995 we have:

1997: Cuba Gooding Jr.
2002: Denzel Washington
2002: Halle Berry
2005: Jamie Foxx
2005: Morgan Freeman
2007: Forest Whitaker
2007: Jennifer Hudson
2010: Mo'Nique
2012: Octavia Spencer
2014: Lupita Nyong'o

That is, (10/80) * 100% = 12.5% of actors who won Oscars are Black, funny how 12.5% ~ 13%

As for directors
1999: Steven Spielberg
2000: Sam Mendes
2003: Roman Polanski
2008: Ethan Coen, Joel Coen
2012: Michel Hazanavicius

(5/20) * 100% = 25% Jewish, despite Jews only being 2.2% of the population.

Unless your list wasn't meant to be comprehensive.
It's only the past two decades, you go back further and the politics become in-twinned with the cold war and civil rights movement; I'm not even going to pretend that I know enough to talk about that time.

The god of Ainu Mosir, Ae-Oine Kamuy, descendant of Okiku-Rumi, He perishes, a living corpse. The summers day, the white sunlight, unabrushed, ends simply through his breath alone.

But the film does have to be theatrically released in Los Angeles County, meaning that many films outside of the Western hemisphere and art-festival films don't qualify. According to the 2015 HDR, 16.7% of minority actors were cast in a lead role and 51.2% of films had a 10% or less cast share. The statistics entail all minorities, so it isn't specific to blacks, but you get the idea.

It's a more complex subject than simply using a percentage of the US population though. You would have to sift through every film released in a year to see if they even qualify for an Oscar and determine the number of blacks who are eligible for the various awards; additionally, you would have to alter the result based on the genre of the movies (comedy is never Oscar-material).

Eh, I don't think "never" is fair. Though rare, some comedies have indeed won best picture--most notably, Annie Hall, and Birdman from last year.

(i mean, you could argue comedy has to be infused with another more lofty genre, like drama or romance, but still)

And that's not including comedies that have won, or at least been nominated for, Oscars in other categories.

A bit of hyperbole; the point I was making is that different genres have different chances of getting an Oscar, much less a nomination. Setting every movie up on equal ground isn't accurate.
