Net neutrality is a legal principle in the EU legal framework. It's law across the Union and has received the approval of the Commission, Council and Parliament. The EU is leading the world in many aspects of digital policy and has very recently adopted its new frameworks on data protection, e-privacy and the free flow of non-personal data. This isn't like the US where 5 people appointed by the president get to make the first call on this issue and where the political system more closely resembles an oligarchy than a democracy in several ways. Never say never, of course, but I don't think it's realistic at all we're going to see some shady shit pulled and net neutrality repealed in the EU.
