I hate pulling out the dictionary on stuff like this, but an Atheist is specifically someone who does not believe in a God or Gods, so not believing in a God but believing in Reincarnation makes you an Atheist. It doesn't however make you Areligious (A lack of religious belief/practise).

An Areligious person wouldn't believe in a God, Reincarnation or any other associated belief system.

But Atheists are specifically people who do not believe in a deity, so the thing that Atheists can do that Religious people can't is not believe in a deity.

Well, "atheism" is an English word so what other definition is there?

Besides, the only major belief system that accepts some form of reincarnation but no deities is Buddhism, but Buddhism doesn't actively believe in anything supernatural (even their idea of reincarnation can be seen as more symbolic since they reject the idea of a soul, so it's not like you personally come back after death but that your body is just part of a cycle of life, kind of like what biology says only a bit more poetic).

Many don't even consider it a religion, even the Dalai Lama said it can be seen as a science of the mind and not a religion. Either way it's still an atheist philosophy by the "western" definition.

Atheists don't have to care about a religion. I can also say "All religions are total bollocks" and not be hypocritical, not being religious myself.

Also if we're bunching them all up:

Can eat pork, shellfish, meat with milk, eat cows, eat meat on Sundays, etc...
Drink beer, use technology, marry multiple women or just fuck lots of them, have contraceptive sex, be gay/lesbian, etc...

Pretty much anything a religion limits specifically, I can do. I'm limited by my own morals and laws, whereas you (assuming religious OP) have to also abide by the rules of whatever religion.
