Just because they're not the exact same statement does not mean that the intentions aren't the same. If someone uses the word "never," chances are, they're exaggerating. It's probably happened at least once, but it's just a lot fucking easier to say "never" than to have to explain the one time it did happen.

"It rained only once five years ago" and "It never rains here" are two completely difference statements, but depending on the context, they can essentially mean the exact same thing. Except one is a lot better at driving the point home that, "rain in this area is extremely rare," and that's the one that uses the word "never."
